What is SABER?

The State Action on Business Enabling Reforms (SABER) is a World Bank program designed to improve the business environment in  TARABA STATE. By streamlining regulations, reducing bureaucracy, and fostering a more conducive business climate, SABER aims to stimulate economic growth, create jobs, and reduce poverty.

SABER’s Objectives in Taraba State

In Taraba State, the SABER program is focused on specific objectives to enhance the business environment, particularly in the agricultural sector:

  • Improving Regulatory Framework: Simplifying and harmonizing regulations to reduce bureaucratic hurdles for businesses.
  • Strengthening Institutions: Building the capacity of government agencies to deliver efficient and effective services.
  • Promoting Transparency and Accountability: Enhancing transparency and accountability in public administration.
  • Encouraging Innovation and Entrepreneurship: Fostering a culture of innovation and supporting entrepreneurship.
  • Improving Access to Finance: Facilitating access to credit and financial services for businesses, especially small and medium enterprises (SMEs).

SABER's Impact on Rural Communities

The SABER program is making a significant difference in rural communities in Taraba State by:
• Empowering Farmers: Providing training and technical assistance to farmers on modern agricultural practices, market access, and financial management.
• Strengthening Agricultural Value Chains: Supporting the development of agricultural value chains to improve productivity and market linkages.
• Improving Rural Infrastructure: Investing in rural infrastructure, such as roads, irrigation systems, and storage facilities, to enhance agricultural productivity and market access.
• Promoting Rural Entrepreneurship: Encouraging rural entrepreneurship by providing business development services, access to finance, and market linkages.

Small Claims Court

The SABER program supports the establishment and operation of small claims courts to provide a quick, affordable, and accessible justice system for resolving minor civil disputes, including those related to agricultural contracts and land disputes.

Responding to Feedback and Complaints via GRM

The Grievance Redress Mechanism (GRM) is a key component of the SABER program. The GRM provides a platform for farmers, businesses, and other stakeholders to report grievances, complaints, and suggestions related to the implementation of the program. By addressing these issues promptly and effectively, the GRM helps to improve the program's impact and accountability.

FRILIA Workshop for Farmers

The FRILIA workshop is a key component of the SABER program in Taraba State. A 2 days’ WORKSHOP was held on 15th to 16th October 2024 attended by 200 Farmers and other stakeholders in the Agriculture sub- sector
This workshop objectives:
• Enhance Farmers' Knowledge: Equip farmers with the latest knowledge and skills in agriculture, including crop production, livestock rearing, and post-harvest management.
• Improve Farming Practices: Promote the adoption of sustainable and climate-smart agricultural practices.
• Strengthen Farmer Organizations: Foster the formation and strengthening of farmer organizations to empower farmers and improve their bargaining power.
• Facilitate Access to Markets: Connect farmers to markets and buyers to ensure fair prices and timely payments.
